“brotherism” in Quebec, USCMO at the Capitol, Hizb ut-Tahrir towards ISIS

A weekly round-up of social media platforms, their activities and operating methods, the studies, reports and surveys documenting them, as well as the measures taken by governments in Europe and North America. Published every Monday at 7am (Paris time).

How does CERIF’s weekly monitoring service work? Click to expand: what you see, where it comes from, the sources used, and the selection criteria.

What is it?

The Observatory publishes a weekly watch every Monday at 7 AM on Muslim Brotherhood networks and organized political Islam. You'll find 9 carefully selected articles on average from verified sources, organized by geographic zone (France, Europe, United States, Canada, Australasia).

How does it work?

  1. IN BRIEF (top): three paragraphs that give the week's significance - not a repetition of articles, but an analysis of convergences, shifts, silences.
  2. IN DETAIL (bottom): articles organized by region in clickable tabs. Click a zone to see only what's happening there.

Where does it come from?

The watch draws on a public list of about 125 sources maintained by CERIF: some forty specialised research centres (GWU Program on Extremism, ISGAP, Hudson Institute, Policy Exchange, AK Polis, DPI Austria, EM2C…) and some sixty press titles (France, Belgium, UK, US, Canada, Germany, Austria, Spain, Italy…), plus official sources: ministries, prefectures, courts, parliaments.

Every Monday an automated assistant reads the research centres one by one and sweeps the press and official sources through targeted searches, zone by zone. Some major dailies block automated reading; they are then covered by search rather than direct reading. A source-by-source coverage report is kept for each edition.

Selection criteria: each article must directly address Muslim Brotherhood networks or organised political Islam, date from less than two weeks ago, and link precisely to a primary source or an established press title. Aggregators and sites of uncertain reliability are excluded.

Who validates?

Nothing is published without review: each edition is proposed as a draft, then read and validated by CERIF's team before going online. The cycle combines systematic coverage with human editorial judgment.

France

  • On 21 April, Atlantico published a column by Hugues Serraf reviewing the statements made by Nadia Meziane, an activist who publicly identifies as an Islamist, in which she criticised Jean-Luc Mélenchon for denying the reality of Islamist influence within La France insoumise. The article follows the CNOUS elections on 1 April (see S18) and the findings of the parliamentary inquiry into links between political parties and Islamist movements.

Europe

  • In an investigation published by Nordic Monitor, Abdullah Bozkurt documents the 7 April bomb attack on the Israeli consulate in Istanbul, in which two of the three attackers had links to Hizb ut-Tahrir. The article traces the backgrounds of Onur Çelik, who had been attending an office of the organisation in Gebze for two years, and Abdulkadir Ercan, who was recruited by Hizb ut-Tahrir in 2007 and subsequently by al-Qaeda and Islamic State. It recalls the 2018 ruling by the Turkish Constitutional Court which decriminalised the group despite previous administrative designations, and presents Hizb ut-Tahrir as a legalistic structure serving as a conduit to jihadist violence.

  • Brigadier General (Reserve) Eran Lerman, former deputy head of Israel’s National Security Council, has published a paper for the JISS in which he identifies radical Islamist activism as one of the factors behind anti-Israel protests in Europe, though he does not present it as the sole explanation. He distinguishes between organised Islamist movements and the broader views of the European public, and sets out six strategic recommendations for Israel, including strengthening ties with Greece, Cyprus and Central Europe.

  • In an opinion piece published on 22 April by Gatestone, Nils A. Haug analyses the resurgence of anti-Semitism in Europe since 7 October 2023. The author identifies what he calls a ‘red-green alliance’ between a section of the Western left and organised Islamist movements, and argues that Israel should not base its security on the protection of European governments.

    Gatestone Institute · 22 April 2026

  • In a paper published by the JISS on 20 April, Gabi Siboni and Erez Winner present an analysis of the European stance following the conflict in Iran, which they attribute to a combination of ‘peace addiction’, poorly regulated immigration and a withdrawal from security matters. The publication builds on Eran Lerman’s note of 21 April (on the front page) on Israel’s European agenda and provides a framework for understanding the ongoing debates on the place of political Islam in European society.

United States

  • From 20 to 21 April, the US Council of Muslim Organizations (USCMO) held its 11th National Muslim Advocacy Day at the Capitol, bringing together over a thousand delegates from 33 states for around 260 meetings with members of Congress. The RAIR Foundation, in an alert published on 9 April and updated at the start of the event, called on parliamentarians to refuse these meetings, citing the documented track records of CAIR and ICNA, identified by several analysts as having close ties to the brotherist American movement. This development coincides with the bill introduced on 9 April by Representative Chip Roy (R-TX) seeking to designate CAIR as a “Specially Designated Global Terrorist”.

Canada

  • At a public meeting organised on 15 April by the Centre for Jewish and Israeli Affairs (CIJA), Paul St-Pierre Plamondon, leader of the Parti Québécois, referred to the “brotherism ” as a “documented reality in several European countries” which, in his view, Ottawa refuses to acknowledge in Canada. On 22 April, La Presse and Le Devoir reported on the federal government’s response, which accused the PQ leader of peddling “a conspiracy theory”, and the National Council of Canadian Muslims’ (NCCM) request for a meeting. On 25 April, La Presse reported that the PQ leader was “reaching out” to cultural communities, noting the presence of Muslim candidates in the constituencies of Jeanne-Mance–Viger and Anjou–Louis-Riel.

    The Press · 22 April 2026

  • On 22 April, Le Devoir published a follow-up report on the response from the National Council of Canadian Muslims (NCCM). Stephen Brown, the organisation’s executive director, said he felt “shocked” and believes that Paul St-Pierre Plamondon’s statement “sows mistrust towards Quebecers of the Muslim faith”. The PQ leader said he was “open to a possible meeting” but considered his positions “irreconcilable” with those of the organisation.

    Le Devoir · 22 April 2026

  • On 16 April, the Macdonald-Laurier Institute is releasing an episode of “Inside Policy Talks” featuring British commentator Melanie Phillips and Casey Babb, director of the institute’s “The Promised Land” programme. The discussion focuses on the West’s difficulty in understanding Islam as a political project, rather than merely as a personal religion. The episode builds on Casey Babb’s work on North American networks and falls within the 14-day window selected by the monitoring service.
